NEW HOME RULE BILL. DEVISED BY SCOTTISH LIBERALS. By Electric Telegraph.—Copyright. (Received May 3, 9.23 a.m.) LONDON, May 2. The Scottish Liberals’ Home Rule Bill provides for a single chamber of 140 members, representing the existing constituencies, except the universities. The Imperial representation remains as now until England and Wales have a devolution scheme with similar powers to those granted in the Irish BilL The proposal excludes the control of the Post Office and Customs. PLURAL VOTING BILL. LONDON, May 2. Mr. F. Smith’s amendment to reject ■file Plural Voting Bill was negatived by 314 to 127. The Bill was then read a second time.
