American hankers announce their withdrawal from the Government Chinese loan iu consequence of President Woodrow Wilson’s withdrawal of Government support. A SECRETARY RETIRES. (Received March 22, 5.5 a.m.) WASHINGTON, March 21. Mr. Huntingdon, President Wilson’s Assistant-Secretary of State, is stated to have resigned owing to his differences with tho administration on its action with regard to tho Chinese loan.
