MORE ABOUT THE BILL. THE ATTITUDE OF MR. O BRIEN. By Electric Telegraph.—Copyright. LONDON, April 18. The Home Rule Bill has forty-eight clauses and no preamble. It provides that one-fourth of the senators shall retire every second year. The Senate is debarred from amending or rejecting money Bills. Ministers are empowered to speak in either House, but vote only in that to which they belong. It provides for ad hoc Irish representation in the Imperial Parliament when the time is opportune for tho revision of the financial provisions, making representation in tho House of Commons equivalent to Great Britain’s on a population basis. The second reading will probably be taken prior to the Whitsuntide recess. Sir J. B. Lonsdale gave notice of motion in favour of its rejection. A manifesto signed by Air. O’Brien and Mr. Hcaly states that they will not hesitate to summon a conference of the AU-For-Ireland League to discuss the Bill in the event of emergency requiring action. Meanwhile they regard the passing of any Home Rule measure as impossible, and depreciate sectional demonstrations for or against tho Bill. THE LORD LIEUTENANT. (Received April 19, 9 a.m.) LONDON, April 18. The Horae Rule Bill removes the religious disability which now affects the appointment of the Lord Lieutenant of Ireland and fixes his salary at £SOOO.
