INCREASED EXPENDITURE. By Electric Telegraph.—Copyright. (Received April 17, 8.5 a.m.) BERLIN, April 16. The Defence Bills have been published. It is proposed permanently to commission three battle ships, three large and three small cruisers beyond the existing arrangements, and to reduce the strength of nucleus crews. Six submarines will be built annually, Tflo personnel in 1920 will be increased by 24,859 officers and men. The total cost of the two Bills will be £32,525,000 up to 1917, of which £10,500,000 is for the navy.
