The Government is impressed with the backward condition of aviation in Great Britain, compared with the progress of other nations, and proposes to establish a Royal flying corps, in addition to an aviation school on Salisbury Plain. It hopes that a considerable proportion of civilian aviators will join tho reserve and serve in any part. Three hundred and sixty-four flyers aro wanted for tho army and 40 for tho navy. Only 60 are training at present, Tho Government proposes that an Air Committee should be created as an adjunct committee of tho Imperial Defence Department. ZEPPELINS FOR GERMANY. BERLIN, April 13.
