A MINISTERIAL CRISIS. By Electric Telegraph.—Copyright. TOKIO, Nov. 14. The proposals of the Ministers for Marine and War to raise a loan for naval and military expansion resulted in a crisis. The Minister for Finance opposed it, and the Premier, under pressure from the Bankers' Associatiion and public opinion, decided against the loan, giving tho Minister for Marine tho alternative of withdrawing it or of resigning.
