Cabinet has considered the case of Phillips, who was sentenced to death for the murder of his child on April 19, and decided, although the crime was a revolting one, to commute tho sentence to imprisonment for life and to take stops to see he was never released. They hold that the crime was not premeditated, and the death penalty was unlikly to deter other criminals who might he likely to commit similar offences in a moment of excitement. [Phillips killed his little girl and buried her in the scrub. There wore also evidences that she had been outraged before death.]
