Tho Times’ Pekin correspondent states that all tho Viceroys except those of Tientsin and Nanking support the pitition demanding a full parliament. Tho success of tho Provincial Assemblies is emphasised. ‘ The Assembly was unanimous and enthusiastic, and cheered for “China and tho Constitution” for five minutes. It is argued that the official classes aro unable to remedy tho country’s grave situation, and national representatives are urgently needed to control tho finances.
