BOSNIA AND HERZEGOVINA. By Electric Telegraph.—Copyright. VIENNA, Feb. 18. Emperor Joseph has signed the Bos-nian-Herzegovinian constitution. [The provinces of Bosnia and Herzegovina are being occupied and administered by Austria-Hungary.
