In the last-nam-ed case five children were earning something. He declared there were at least 500 men in Christchurch out of work. The opinion was expressed by delegates that the General Labourers' Union should issue permits to incompetent men to work for seven shillings a day. and one speaker advocated that this rate be paid a 1 ! round in order not to attract the un«riplnyed from other parts. c
