RUSSIANS ACROSS THE FRONTIER

By Electric Telegraph. — Copyright. TEHERAN, April '28. Two thousand six hundred Russians have crossed the Persian frontier.

LONDON, April 28.

The. Morning Post St. Petersburg corlespondent states that 20,000 will short1\ tx> quartered at Awrbanjan. The Shah has oftered the Tabriz revolutionaries an amnesty, and a Constitution in conformity with the Sacred Law. The tc\ olutionarios aro pressing for the test oration ot the former Constitution. Resolutions wore carried at mass meetings in Persia demanding resistance to tho Russian invasion.

[The special correspondent of the Daily News telegraphed from Tabriz in March: — "The tribesmen ol the mountainous Karadaghli region to the north maintain their lawless supremacy on the Julf a road. Tho total number of tbose ill-assorted bodies of Royalists surrounding us in Tabriz is estimated ai 6000. Communications with Resht and Ispahan is now completely severed A population estimated at 300,000 is suffering extreme privations as the result of tho prolonged siege. The women go about complaining of lack of the bni<e necessaries of subsistence, and the merchants are beggared by the complete stoppage of business. On the other hand, every effort which has been made so far to take the town by assault lias failed, and personally 1 am credulous of any success of that kind by tbe Royalists. Satar Khan and his followers show the most determined spirit, and declare they will resist the pressure of hunger for months to come. The plight of the Shah's troops is no better, and their prospect of victory not so good. . . • It is the restoration not only of a legislative machinery and the Constitution, but of the barest elements of law and order, that Persia needs."]
