Advices received in Paris from Constantinople state that the mission of M. Dimitrioff, counsellor to the Bulgarian Foreign Office, to Turkey failed to bring about an agreement. Diplomatists in Constantinople are pessimistic. Turkey has resumed her military preparations as a precaution against war with Bulgaria.
