BRINGING PRESSURE ON THE SHAH. A BRITISH-RUSSIAN NOTE. By Electric Telegraph. — Copyright. LONDON, Sept. 9. The British and Russian Note presented to tho Shah of Persia emphasises the seriousness of the disturbances and tho danger to the lives and property of foreigners at Tabriz. It urgently recommends the issue of the promised proclamation relating to elections at the earliest moment with a view to reassuring the people regarding the Shah's royal determination to -maintain tho Constitution, and also urges the Shah to summon the new Mejliss (National Assembly) to meet in the middle of November.
