In fact, his yefer* of service make him an easy first in his claims on the ratepayers of this borough. Then we have Mr Tisch, who did well in his Vapacity of Chairman of the Charitable Aid Board and has also seen service as a Councillor, but nothing compared to the first-named. $hen we have Councillor Bellringer, -who, so farj.as|^ii% public services are concerned, is still in his infancy, and has in his first commence-ment-made a^very bad start, showing that ft© does not quite understand things as he may do later on. I allude to his casting vote on the* Hospital Board by which we ratepayers have to part with another penny rate off our streets for hospital purposes. Now it is a well known fact that a chairman's casting vote is supposed to be given to allow things to remain as they are, bnt Councillor Bollringer used his new-ly-found power in the opposite direction. I have watched his conduct on the Council and I warn ratepayers to beware after the hospital business, as if he -ever gets to be Mayor goodness knows what increase of rates we might expect lifter the object lesson we have just had as to liis ability m this direction. — I am, etc., RATEPAYER.
