Telegraph .—Copyright. TOKIO, July 24. Viscount Hayashi, Minister of Foreign Affairs, interviewed on his return from Korea, stated that intriguing with the Korean Government wa* impossible. The throne had nothing to fear from Japan, but there must be a competent organised administration.
