GERMANY'S ATTITUDE.
RE MANCHURIA. EXASPERATION OF BRITISH RESIDENTS. Received April 29, S.lO a.m. 4 London, April 28. British residents in China are exasperated at Germany's attitude with regard to Manchuria, as showing that she is not opposed to its hartition "and her probable annexation of Shantung. Russia demands that no chingelbe made in the administration of Mongolia, lest the country improve ; also the extension of the provision for the exclusion of foreigners from the Chinese administration of Mongolia. Russia is building twenty turbine motor gunboats for the protection of the Amur river frontier.
