The Dowager, on receiving the southern Viceroys' -strong memorial, telegraphed not to sign.. Li Hung Chang was already unconscious, but M. Lessor endeavoured to get the seals affixed. The Chinese, however, safeguarded the seals.* Yuanshikai has - been appointed Governor of Chi-Li, ,but Wangweashao will take up Li Hung Chang's task. as peace Plenipotentary.
