The Oity of London Volunteers are returning to London on the 27th. There will be a short thanksgiving service at St. Paul's and the men will then immediately disband. Cape Town, October 11.'— Mr Cecil Rhodes haa advised the South African League to adopt a programme which will recognise the "^supremacy of the English flag, and ask for equal rights, to show the Dutch there is no ill-feeling. All able-bodied Britishers on the Rand will be liable for service. Sir A. Milner advises refugees who are not willing for service in the town guard to postpone their return.
