No entry will be received for any race except upon these conditions : That all disputes, claLns, and objections arising out of the raoing shall be decided by a majority of the Stewards : present, or those whom they may appoint; their decision upon all points connected with the carrying out of this programme shall be final. The winner of any handicap flat race after the publication of the weights to carry a penalty of 71bs in the Flying, Racing Club, and New Year Handicaps; ■ penalties not cumulative.
