The issue of Lord Houghton's proclamation is due to numerous seizures which have been mado recently of arms from passengers from America. HULL STRIKE FIZZLING OUT. London, April 11. There is abundance of free labor at Hull. Many of the dockers are resuming work, and the strike gives signs of fizzling out. VICTORIA CONVERSION STOCK. A leading banker state 3 that Victoria must como to a definite decision with regard to the conversion of stock by July at the latest. He thinks it would be better if operation took place in June, and advises an extension of 5 per cents, on condition they are made redeemable at 6 months' notice, otherwise he favors offering tempting terms to convert a portion into 3| per cent. The balance, he thinks, is likely to fetch par at four per cent, if there is any prospect of an early recovery of the colony. PARDON TO M. TURPIN. Paris, April 11. President Carnot has pardoned hi. Turpin, who was imprisoned 18 months' ajo for selling the secret of the manufacture of melinite to an English firm. The ptijaro accuses M. Frejcinct of imprisoning M. Tnrpin to prevent his divulging the secrets, and afterwards offering to pardon him and pay compensition if he did not make a scandal of the affair. CHOLERA IN FRANCE. A lunatic has been arrested for threatening the King of Portugal with violence, while His Majesty was out driving. EARTHQUAKE AT MALATTA. Constantinople, April 11. A fearful earthquake shock is reported from Malatta, in Asia Minor. 3,000 house' 3 were completely destroyed and six thousand damaged, while 130 persons were killed.
