BOROUGH COUNCIL.

The monthly meeting of the Borough Council was he'd on Monday night. Present : His Worship the Mayor (cl airman), Messrs Brash, Small, Corkill, Ford, Ward, Goldwater, Dockrill, and Furlong.

Special Meeting. — Before the ordinary business was entered into a special meet ing was held, according to notice, to receive tho plans of levels of tho streets that will bd affet tod by the new railway bridge in Liardet-street, and a'so to receive any objections to the same. After reading the section of the Municipal Act, under which the meeting was held, His Wobship said one objection had been received, but instead of it being in 10 days prior to this meeting, it only came in that morning. Tho objection, even if not informal, could not bo acceded to. It would be their duty now to consider the levels, amend them, or pass them as drawn out by the engineer, Mr Coskill asked if the objection could be read. His Wo .ship said it could be. The Town Clerk then read an objection from Mr R. C. Hughes, who objected to the j roposed grades in Lemon street, as his sections 991 and 992 would be detrimentally affected thereby. Mr Small finally moved, "That the levels affecting parts of Lemon, L : ardet, and Pendarvcßstreets,aß submitted by the Engineer, be adopted,*' Mr D:ckbill seconded tbo motion. lie said that it appeared thero was general satisfaction at tho plan of tho levels. — Mr Ward saiditapp arcd to him that the Works Committee had taken time by the forelock, for they had started levels near the Central School. It looked as if the Committee had anticipated tho Council passing tho plans. — His Worship replied that the Committee had not anticipated anything, as tho work was started under an old plan.— The motion was then put an 1 carrie I. — The Council thon considered ordinary business.

Proposed Honorarium. — When the minutes were road, Mr Dookrill said he understood that there was no resolution passed last meeting in connection with a propose! honorarium to tho Mayor, but that Mr Furlong had given notice of motion for discussion to night. — Mr FoitLOXGsaid Mr Dookrill was undor a tnisapprehonnion. Government Fees for Water — Correspondence was road relative to tho way tho Government Dop irtmenta in town paid their water rateH.ejch dep irtment paying -Is share into the bauk. — Mr Corkill sai ■ that if tho departments did not pay their money in like other pcop c then they ought to be brought to their senses by having their water supply stopped.— The Town Clerk said, he did not mind tho amounts being paid separately, provided tne sums were biought to his office. — Tho matter was then left in abeyance.

Q'leenslwd /teli'f Fund — The Town Clerk stated that the total sum forwarded for the purposes of the Queensland Relief Fund was 1124, and about £3 10s was siiil in liiiml — His Worship thought the lists should now bo cosed. — An acknowledgment of the amounts for*arded was also received.

Fire Intpecl r. — Tho Firo Bri ade wrote re omuK-mJing Captain C E. Bollringer as Junicr Fire Inspector in pl»co of Mr M. Maher, late Ciptain of the Brigade. — His Worship said Mr Mahor had not yet sent in his resignation as Fire Inspector, and evidently it w.is an ovorsight on hu part. —Mr Corkill moved, •' That Captain Bollringer be appointed Juni >r Fire Inspector, his appointment to date from tho receipt of tho resignation of Mr Maher. ' — Mr Ward said that it would be an irregular resolution, as Mr Maher might not resign. — Messrs Furlong Dockrill, and Goldwater spoke against the form of the' resolution — Mr Corkill then amonded his reso'ution to read, " Tint Mr C. E. Bellringo-, the lately appainted Captain of tho Fire Brigade, be appointed Junior Fire Inspector in the place of Mr Maher." — SecondoJ by Mr Furlong, and carrioJ.

Stone's Directory. — Circulars were received relative to Stone's Directory. His Worship said that a copy would be useful for tho Reading Roam. Mr Corkill said the usual course would bo for Mr Stone to present a copy free to the Reading Room, and perhaps that was his intention.

Wa ertoorks Enjiitecr'a Report. — The Waterworks Engineer reportod tha works in good order.

Sanitary Inspector. — Tho Sanitary Inspector reported tint certain closets, e'.c, in .the Borough needed cleaning. His Worship said that the Inspector roportod to them on matters that it was his duty to see to. [Tho Inspector's duties wore then read as laid down in sec 294 of tho Act, which showed that the Inspector would have to state thu hous' s complained of toget an order]. His Worship asked if it was understood that if the Inspector came to h : m with detailed information in the morning ho should issue a warrint. — Mr Dockrim, said that it was necessary that the health of the town should be attended to.— A dig cushion ensued on a portion of the Inspector's report, which stated that tho new contractors for the nightsoil sorvico had to do a deal of accumulated work. The discussion on this lod to establishing a depot for deposit of nightsoil, as complaints were already being made about the'fp'ace on tho South Road. It was finally understood that the Sanitary Inspector and contractors should see to the fixing of a suitable depot, the matter to b<s reported at next mooliog. Publicworks Gonm'xiUe. — This Committee which met on April 10, reported, "That tho following places be declared stands for licensed voh cles : — From the east side of tho Huatoki bri fge in Devon street as far as Gover-streot ; and for cabs only from the west end of the Bink of Now Zealand in Devon-street to (J leen street ; and that they bo allowed to occupy not more than ten feat in width on the eentto of tho street. That the Inspector of Police bj notified of the same, and that he be requested to carry it into eftect. That any of tho Kinircd Societies be permitted to place and remove during office hours any deod boxes in and from the strong room, the Council having no responsibility. That tho turncock bo instructed to take up the water pipes loading to the late Mr Yatcs' properties in Hiac street. Th;it tho timber applied for by tho waterworks engineor bo procured. That Messrs Grylls and Loveridgo have permission to erect a verandah at Mr Attrill's in Devon Btreet, ' subject to tho usual condition •!." His Worsuip explained that the water was cut off Io the places mentioned because the' RaiLvny Commissioners who now hold tho property would not pay. The report was then adopted. A resolution passed March 6, 1882, fixing the cab stands, etc. was then rescinded. Burgess Ro'l, etc — The now burgess roll and defaulters' list were placod on the 'tabl-. demanded prompt attention. — Mr Ford bore out Mr Ward's remarks

Fire Brigade btation. — It was decided to pay over all rente from the Fire Brigade site in Powderham street, which the Borough held in trust, to the B igado, to form the nucleus of a building fund. Rubbish. — Mr Small reportod a rubbish hoap near Qover-ftreet that needed lookiDg to by the Nuisance Inspector.

Coivent Wa'er.—Jilr Corkill asked if the Convent authorities had approached the authorities during the month with respect to water being lad on. — His Worship replied in the negative.

Accounts, — Accounts amounting to £263 3s lOd were passed for payment The Council rose.
