REJECTION OF UNIVERSAL SUFFRAGE.
Brussels, November 3.
The Committee of the Chanibet of Deputies upon a revision of the Constitution has rejected universal suffrage by 14 to 4. WARSHIP HOWE IN BAD POSITION.
Paris, November 3.
H.M.S. Howe is on the Peice Reef. The ship is being lightened, but her position is considered bad, rocks having penetrated through her hull. She was only steaming seven knots at tho time. The vessel has taken in an immense quantity of water.
