President Balmaceda officially explains that the negotiations which were being conducted with the view of bringing about peace between the belligerents have been closed. He says it was his desire to see an end put to the revolution, but nothing could be done in that direction, as the insurgents refused to formulate their proposals for a declaration of peace.
