HARBOUR BOARD.

THE Harbour Board met at 11 o'clock on Wednesday. Present : Messrs T. King (Chairman), Shuttlcwortli, Corkill, Paul, Mace, Kyngdon, aud Godkin.

New Member. — Mr Godkin, of Ngairo, took his seat for the first time. A notification from the Marine Department was received anent the appointment. Oamaru Dred>,e.-K circular was received from the Secretary of the Oamaru Harbour Beard stating that their dredge "Progress" was for hire. A description of the dredge accompanied the circular. — A letter was received from the Chairman of the Oamaru Board stating that they would be willing to open negotiations for letting tho dredge to the New Plymouth Board. He said the ves»el had done her work well at Oai.iaru. The chairman was authorised to write and obtain all information from the Oamaru Board.

Works Committee.— The Works Committee reported that the Engineer had retired by arrangement ; that Mr Gillbanks had been appointed foreman ; that the quarryman, blacksmith, and striker be retained until November 9 ; that Messrs White and Paul be retained to work the dredger, with the assistance of the boat's crew.

Accounts. — Accounts amounting to £1089 Is Bd, including £779 8s on coupons, wore passed. Tlip Board adjourned.

THE CHARITABLE AID QUESTION. A cibcui.au was read at the Hospital Board on Wednesday from Dr McGregor in respect of the charitable aid question. It stated that the police would aid the Board in the future in making enquiries about applicants for'relief. Another circular (issued by the Commissioner of Police to the district officers) was also read on this subject. It read : " The Charitable Aid Boards of the colony having represented to the Hon the Minister of Justice that very great abuses exist in the distribution of aid, and that Buch abuses arise from want of proper information on the part of the Boards as to the history, character, family circumstances, and resources of applicants, The secretary to each Board lias been instructed to furnish the Inspector of each district with a list of names of all those persons who are in receipt of aid, whether adults or children, in order that a report may be furnished by police officers, showing the mode of life, and characters of those person 3. In the case of parents receiving aid for their children in their own homes, or in State institutions, it is particularly important that the parents' character and mode of life should he fully known; and also whether t^are are any relatives who can be made responsible for their support, either wholly or partially. This is to be taken as an extension of the duty laid on the police by notifications as per margin, requiring that notice should be given to the local authorities of all children charged with being neglected or criminal."
