CONFERENCE BETWEEN LANDLORDS* AND TENANTS.

CHAMBERLAIN ON HOME RULE. London, October 2.— Archbishop Walsh, who recently suggested a conference between landlords and tenants on the rent question, has been invited by the convention of landlords to nominate delegates on behalf of tenants. The Archbishop, in reply, says although the convention has approved of his proposal, he is not sangnine that there will be any successful result., and he fears further delay will take place before the tenantß will secure the advantages and benefits for which they are agitating.^ In his speech at Birmingham, Mr. Chamberlain said that two-fifths of the Irish people were opposed to- Home Rule, and Mr. Gladstone was to blame for the unsettled state of Parliament in regard to Irish affairs. Instead of agitating for Home Bale, Mr. Gladstone should devote his attention to tbe questions of local government and economy in official administration.
