THE NEW PLYMOUTH HARBOUR BILL.

Mr. Samuel moved the '"oin nittal of the New Plymouth Harbour Loan Bill. Mr. Ilursthonse opposed the motion, aud again referred to the position of the New Plymouth harbor at great length. In doinir so, he took exception to an article in a Taranaki paper, which Ind described him as the "larrikin of tho House," merely bocause ho felt it his duty to oppose the Harbor Bill. He deprecated attacks of this kind on lion, members who h id a public duty to perform, and he appealed to the Speaker as to whether he was ever accused of transgressing tlu rules o£ tho House. He expressed his intention of taking advantage of thes constitutional comse open to him of opposing tho bill, and spoke at gr?at length. Mr. W. F. Buckland also opposed the bill. lie held that it was a wrong thing to allow the town of New Plymouth to borrow £00,000 at the expense of the Wnitar.i district, and said if tho New Plymouth breakwater were extended further it would break away altogether during tho first storm that was experienced. Tho advantages to be gainod by a harbour of refuge, as it was called, would not be compensated for by the enormous taxation propused to be undertaken. Tho loan was altogether uncalled for, but if they would not include the Waitara district ho would vote for it.
