BILLS BEFORE THE HOUSE. The Licensing Act Amendment Act, 1882 (Hon. Sir. Dickj. — It is proposed that this Sill shall be read subject to the inteipre tntions of the Liaensing Act, 1881. It pro vides that the Governor may abolish ant reconstitute districts. "When any distrid is altered or the boundaries re-defined, il ■will not be necessary to make new appoint' jnents therein, but the Licensing Committee and all officers acting in the district before the alteration Or re-definition, are to continue to act. Local bodies are to appoint Returning Officers, who, under amended provisions, are to appoint the time and place for the first meeting of Licensing Committees, 9iich time to be within 1J days, and as mucli earlier as may be. The election of Chairman to take place at sucli first meeting. The cost of electing Licensing Committees to be paid by the local bodies having jurisdiction in the districts. -Special provision's are made for Native districts and the annual election of assessor. The local bodies (and not their chairman as at present) are to appoint presiding officer at polls of ratepayers for and against new licenses. The expenses of such poll to be paid by the local bodies. Applications for renewal of licenses need not be advertised. Some person may be appointed by the Governor for the immediate issue of conditional licenses in new mining districts. A temporary transfer of licenses to be registered, and the license not to be retained by the Clerk of the Committees as at present, but to be returned to its owner, the particulars of such transfer to be entered in the • register of licenses.- Local bodies are in all oases to pay the cost of licensing meetings, advertisements, &c, not necessarily out of the license^f ees received, as at present provided under' section 109 of the existing Act. " The School Committees Election Act. 1832" (Mr. Steward). — It is proposed to repeal 63 to 68 inclusive of the existing Act. Boards are to announce, not later than the 20th November in every year, time and places for annual meetings of householders for election on School Committees ; nominations to be sent in not later than sth December. The lists are then to be published in local journals, and posted conspicuously on the outer walls of the sohoolhouses. The election by ballot to be held at public meetings convened on the 20th December, or if that date fall on a Saturday or Sunday, then on the Friday next preceding. At such meeting the Chairman to be chosen, and the Committee of the previous year to give a full report of its proceedings. The Committee to be elected to consist of seven persons, no person to vote for more than that number, por record more than one vote for any one candidate ; the Chairman, when necessary, to have a casting vote. Absence for three consecutive months from Committee meetings, except through temporary illness or other justifiable cause, to disqualify member of Committee from retaining his seat. The Education Board may declare seats of members vacant upon expression of desire by members that such shall be done, and the vacancies will then be filled in the ordinary mode of election procedure. All disputes as to validity of proceedings to be submitted to the judgment of the Board of the district. In case of failure of honseholders to fulfil regulations as to annual election of Committee, the Board may fix another day for such proceedings ; and if householders again neglect such duty, the Board, at its discretion, to appoint a Commissioner, or Commissioners, to exercise all the powers and duties of an ordinary School Committee. "The Native Land Court Act, 1880, Amendment Act, 1882" (Mr. McDonald).— Provisions are proposed under this Bill for the allotment of shares of property in severalty to one or more owners of land making application. Lessors of shares in land may also apply to have them allotted in severalty. In the constitution of the Court it is provided that at least one of the Jndges shall be a barrister or solicitoj of the Supreme Court ; production of document of title will be necessary, except under unavoidable circumstances ; when land derlt with is encumbered, such encumbrance is not to interfere with the validity of any order made by the Court ; before any order is made the "land referred to therein must be accurately surveyed ; restrictions are made against the alienation of land required by a Native for supplying his means of subsistence ; rules of procedure of Court are defined, and also for the issue of certificate of title, and pay-
