[by telegraph.] By the arrival at Auckland yesterday of tho brigantiue Matauti, from Samoa, we have uews from there to the Ist July. In view of a possible civil war botween the rival factions in Samoa, the Consular representatives have issued a uotioe to foreigners warning them
against aiding op abetting in any way either pnrty. They have also issued stringent regulations for maintenance of law and order in neutral territory, boundaries of whioh districts are clearly defined by regulations, Foreigners outside of neutral territory are desired to hoist over their property their national flag or a white signifying thereby their neutral position. The German warship Bismarck, 4,000 tons, leaves Samoa for Auckland on being relieved by the Albatross. She is the largest German warship that has ever been on the Pacific station.
