A question has been this week brought before the Provincial Council of considerable importance, involving as it does a proposition for a radical change in the constitution of our Provincial Government. We refer to the resolution introduced by Mr. Pitcairn and' adopted on Wednesday last, requesting 1 the Superintendent to send down a bill for constituting an Exocntive Council. The Superintendent has declined doing so on what seem to us perfectly legitimate grounds; but the question ia only deferred and not settled, and it is one upon which the electors should be making up their minds.
