HARVEST FAILS. LONDON, September 4. The “Save the Children” Fund ' reports that the Russian harvest has l failed and that unless' supplies from other sources are received, the •whole of ythe (Trans-Volga ' Uralsk area, where 300,000 children are bej ing fed, and the west bank of the I Volga, where 400,000 children and I adults are receiving assistance, will j be faced with famine.
