The secretary of the South Crrteibury Hospital and Charitable Aid Board sent a copy of the balancesheet and statement of aceoi-its for the year ending 31st March ', t st. A lengthy circular was received from T. H. A. Valentine, InspectorGeneral of Hospitals, and Chief Health Olliccr, in ro the present legal powers and responsibility of local authorities under the Health Act, the defects of the present arrangement, the amended legislation under the Hospitals Act, 1909, the advantages of this scheme, and the proposed procedure. — The clerk said the Council was asked what they had practically <ijf-.fr. ■ l to do some time ago, but i-;gu!.\Vmg *whieh they had not passed * formal resolution. Cr. Erew suggested that the matter should be deferred until liext meeting, when the Mayor would be present, and his suggestion was adopted. Mr K. E. B. Robinson, town clerk, Gisbome, wrote making inquiries re-o-arding rating on unimproved values. ° From the Rev. P. Ea.y, S.M., re- . From Mr C. Lashlie, drawing the Council's attention (1) to the necessity for procuring an up-to-date water cart, as the dust nuisance is geUiiiu greater every day; (2) asking the Council to tackle in earnest the important matter of providing the town with an up-to-date fire plant.-defer-red to committee appointed to report on fire prevention appliances. during the night. Cr. Frew asked whether they could not have a full Supply of water running dowrj the streets at night as well as in the day time. Cr. McLean said ho did not think they could. If they sent the water down the channels the drains would suffer. The overseer said the! surface-man said lie was getting: till the water lie could down the race. Of course there was a good deal of loss of water on the way down. Cr. Frew said if there was not

enough water coming- down the race to flush the drains and fdl the channels, there, was not as much water as he expected. It was decided that the necessary work to the well in Dyson street be done, and that the matter of the stand-pipe in Ewcn road stand over. The water in channefs will be reported on l-.v the committee appointed to deal with fire prevention matters. • OVERSEER'S RETORT The Overseer reported as follows : have the honour to report for the past month as follows : Allnnt street The shandine; of this street from Kweu Road to Cass Street lias been com-

pleted, the quantity of sh'mjde carted beinir M 22 yards, the account for which is included in the payshcet. Wilnishursf Road ; The filling of tho

depression at the eastern end of this street, authorised at a previous meetin ir has been completed. The amount of material from the grading of Hailway Terrace beinc; insufficient, I had :!;"> yards of shimde put on to finish ofl" the work. Gammack Street : As , instructed at last meeting I have, prepared an estimate of the cost of the proposed work of shiftino- the creek and widening the roadway at Cammack Street. The cost of shifting the creek to the spot indicated by the

chnirmnn of the Works Committee would be say .C— and the filling or the roadway lo a uniform width of 'JO fret, would cost -ay .C— per chain for a length of a about 1\ chains sayjC— provided sufficient material can be obtained from tho grading o£

Wilkin Street.— Some grading of the water channel is roi|uired at the north end of this street to carry the water from the North Town Belt to Princes street, and a short pipe culvert for vehicular trallic on tho cast .side at the Belt. I have to remind the Conned that when the concrete kerhing in this street from the Council Chambers to the Technical School was authorised, the resolution slated that, the] footpath was to be asphalted _a* soon as possible. The kerhing is now (|Iu tc set. and I have to risk ■{,„• some instruction as to when this work i. to be put, in hand. Co,lley 'jf •..' That part of this street from Allnntt to Davie street is now carrying a considerable amount of vehicular tralficl and as it has been only partially formed, but not graded, some inconvenience is caused during wet «wither. Cr Frew said they should take up the 'work in Cammac!; street m a practical way. While -to inkc tip land would be cheaper, it lrncht be

better to divert the creel?. The overseer in accordance with a resolution, irnvo an es»timnto <>t t'««' cost of the of the necessary land and reinstatement of the fpncesThe overseer said if they w the creek as proposer!, it would still

Thra if they diverted the creek-, it would mean that part of the road lino would be on made land■ «h™ if thev purchased the land the mad lino would be on solid ground. _ f r McLean expressed similar views to Cr. After Mr I'hilp had left the meeting the, Council considered the application. Crs. Uolwoll, Gibson, Alclvay, and Watson thought the mpicst a reasonable one. It was only right that the dogs should be registered,

and ns the owners had failed to do so the.v could not complain if steps were taken to compel them to register the dosrs. Crs. McLean and brew also aereed that the owners should •be compelled to register, but were not iu favour of employing' the Council s solicitor. i Cr. Hoi well moved, and Cr. Gibson 'Vecouded--"That the Council's registrar of dogs be allowed the services ,of the Council's solicitor for enforcing the registration of does which are still unregi-itered." As an amendment Cr. .McLean moved, and Cr. On the amendment being put it was lost by -I to 2, Cr. McLean avd Frew voting for it. and the motion wrs Curried, the voting being reversed. DEPUTATION ! Air B. Martin waited on the Council and presented a letter ashing on dydialf of himself and other ratepayers In the East section of the bor, oueh, that after the eh se of the present (inancuJ year, the accounts of the BoroiKjh be so kept as to show the receipts from the East and. Vest districts.' and that the expenditure on the two districts be duly apportioned.

The receipts from the ratepayers in the iva.it should be spent where needed in that district. The Dcpiitv-Mayor said that they | would have plenty of time to consider the matter, as the Council's financial year ended on .list March. In 'reply to Cr. Gibson, tho. clerk said the receipts were shown separately, but not the. expenditure; it was all included' in one account. To show the expenditure separately would necessitate two bnlnnce-shoets. Mr Martin asked thai the rcpiests ro taieed in the letter should be ■■r. nterl. and was leaving the mcol'mtr when tho Deputy-Mayor said it had ! ecu sugpested that he (the DepiityMayoii was the cause of Air Martin's visits to the Council, and even that ni'dit it was suggested that he had been at the bottom of it. Was that so •> Air Martin said no. He had had the. matter in his mind since he came here. Tie. saw in two days

it was not right for the surfacemen to be working on the races and cutlimj- fences at the. expense of the borough. . r\: TTolwell said before Mr iMartm lofl he wanted him to understand Ihut (lie. men when worldlier on the. wabr races were not working at his or anv oilier ratepayers' expense on (he east side of the borough.
