The bureau of the social revolution ary party have resolved that owing to the Government’s continuous terrorism and massacres, the terrorist acts against high officials ought to continue, and advise active boycotting of the Houma elections, the blowing up of electoral assemblies, and the destruction <of lists of elector*. A fresh plot against the life of the Czar has been discovered at St. Petersburg, and several arrests hare been made. July 27. In order to boycott the third -Houma, the pan-Russian Railway Union resolved to organise a local strike in order to stop trains from carrying electors, and to compel the cessation of railway traffic throughout Russia when.the .revolutionary bureau gives the order.
