London, July 21 . The Clergy Tithes Bill has passed the House of Commons. In tho House of Commons Mr Brodrick stated that France would probably consent to arbitration on the Waima incident, arising out of a party of French soldiers invading Waima territory, West Africa. GroaBntain subsequently claimed compensat tion for the widows and children of the Britishers who were killed, but Franco had persistently repudiated the claims.
