London, February 9. Referring to the question, the Standard asserts that Mr Parnell refuses to abandon the leadership beyond the present Parliament, C. Rhodes, Premier of Capa Colony, has given in bis adhesion to Parnell and promised monetary assistance, February 12. Mr Parnell has broken off negotiations with Mr Justin McCarthy respecting the leadership of the Irish party. Mr Balfour received a remarkable ovation st Dublin on the. occasion of (he ceremony of conferring on him the honorary degree of Doctor of Laws. Mr Motley’s motion, censuring the Executive for their action at Tipperary, will be discussed oa Monday. Mr Parnell bas withdrawn to Boulogne and declared war to the knife against the seceders. He intends to resume bis political campaign, and is arranging for meetings at Manchester and other places in England.
