Melbourne, Feb. 6. A preliminary mseting of the Federation Conference opened at 3 o'clock this sflorrtoon, and oat for hd hour and a qa:u'ter with closed doors, I', wns de. cided that- the Press bo admitted to futo.ro meetings. Mr D. Gillies, Premier of Victoria, was elected President on the motion of Sir Henry Parkes. Notice of motion was given by Sir Henry Parkes, having reference to Iho real business of the conference, and notices by Mr De»kin, inbnded to have the effeot of giving the present Federal Oonncil an innings while the colonies «ro all waiting for their federal constitutions, The seoretary said that little information conld be given, as the meeting was only preliminary, and was adjourned until 11 o'clock to-morrow morning. At lha banquet this evening, Sir Henry-Parkos made an eloquent peroration wbon replying to the toaßt " United Australia,"
