The Times this morning announces the return of Boulanger for the-Horde, Boulanger polled 190,000, whilst his opponent, M, Foucart, a Moderate Republican, polled 90,000. The election was conducted in a quiet and orderly manner.

Genera! Boulanger’s victory in the election for Horde is regarded in many quarters as presaging violent changes in the constitution.

M. Jules Ferry, in (he course of an address, delivered yesterday, called (li-mral Boulanger a luminous soldier. He urged that M, Floquet should assume a militant allituuo against a Caesarean movement, otherwise France would be plunged into a foreign war. General Boulanger, addressing tbe electors of Horde, said that France demands a constituent assembly which should give to the people rights which bad hitherto been denied them, and which would make the Republic respected and render it indestructible. Tim Chamber of Deputies re-opens on Thursday. Disturbance arising out of the recent crisis is feared. General Boulanger has an insignificant following in the Chamber, but is the rallying poim of all the discontent in the country.
