Replying to the addresses from the President of the Prussian Diet, the Emperor William said he expected peace to be maintained despite the present uncertainty. Ho explained that the increase in the Landwehr was imperative owin'/ to the enlarged armaments of tlie neighboring powers. The extra expenditure on this account would exceed two hundred million florins. Jan. 22, The Kolnische Zeilung states that Russia meditates a descent on Turkey on the pretext of enforcing payment of the indemnity, and that Constantinople will b» approached by the way of Asia Minor. The same paper a'so states that the French fcjquadron is preparing at Toulon, doubtless with the intention of assisting Russia. St. Petersburg, Jan. 22, The Russian Government have issued a forced loan. Persistent rumors ore current that Government have urged the payment of the Jirzeroum indemnity. Constantinople, Jan. 23. The Porte has sent 60,000 troops to the Roumelian frontier.
