Gentlemen,—l have the honor to report that since last Board day the day labor employed has been one man 24J days, cleaning water tables, and Spreading ioil on footpath on Bailway Terrace and Main South \ Road, I thought it desirable to let br'iyatyy ' to the cp.ntraotor of Bailway Terrao,a Oon*. I traot (eitntelaH/ as the Board bad stopped *

if ike' work owing i V the owr.era of property ). oh ItuiUay ivirire complaining oP il>" g damage b»ing dotrv m embanking the footpath), arid the contractor agreed to cart soil e on footpath on Main South Road at the same fl rate as contract in Bail way Terrace. The other day work has been bus ployed with the ~* exception of four days, as olerk of works at kerbing.—The work I recommend being done this month is shingling the footpath in " Main South Road the whole l»ngth of new r kerbing when the filling in is completed, 0 which I think another day will finish. The ooatreotor has agreed to shingle same at same rate per yard as Railway Terraoe oontraot. — f Messrs Meason and Marohant'a report and 1 levels are on the table respecting Railway Terraoe footpath, and no doubt the Board will come to some deoision this evening, as l the contractor is anxious to oomplete his con- , 'tract.—Tenders are invited for lighting lamps I for 12 months end specifications are altered as requested by the Board. —The balance in j the Bank last Board day was £179 8j Bd, and, after paying last month's accounts, amounting to £24 13s Bd, moneys received ' and paid into the Bank ta the credit of the 1 Board, £52 16s Bd—viz., subsidy under Local Bodies Finahoe Powers Aot, rates, and dot* collars—leaves a balanoe of £207 lis Bd. Gbohgb Dibos, I • „ Oierk to the Board. It was decided lb let Mr Lewis, contractor for the Railway Terrace, to shingle the Main South Road footpath, as recommended by the Overseer. INSPECTOR OF NUISANCES' BEPORTE As Inspector of Nuisances I have the honor to report that daring the month of January I have given several oeoupiers verbal notice respecting slight nuisances—for, considering the very hot weather we have had lately, it was necessary to stbp any slight nuisance at once—and have, without exception, had all attended to. Geobgb Dxsoir, Inspector of Nuisanoes. THE KERBING. The Chairman said the next business was the vexed question of the kerbing. They all knew about it, and he would ask them to confirm the following resolution passed *»r the special meeting:— ' That in accordance with Section 242 of the Municipal' Corporations Act, 1886, a map of the township setting forth the levels and fixing permanent levels for the whole of the town be prepared, and that the firm of Marchant arid Meason be instructed to carry pijt the survey." : Plans prepared by Messrs Meason and Marchant were laid on the laWe, and their reportread as follows: "Timaru, Jan; 25tb, r 1887. " K. F. 3ray, Esq., , Chairman Temuka Town Board. \i "Sir,—We have the honor to enclose section of part of the Railway Terrace, showing relative levels of the natural ' surface of the ground on the west side of the Terrace aud the concrete kerb lately constructed by your Board. The kerbs . at the juncture of Commerce Street and the Kail way Terrace, and also at the j juncture of Wood Street and the Terrace, are at both places exactly level with the i natural Biirface of; the greund. B tween these points the kerb has been carried to 1 almost exactly « straight gradient (it be* ' iug really a little too hieh in the middle). J Also between these points the ground is somewhat hollow, consequently the kerb stands up above the natural surface to heights varying from five to nine inches. " If the kerb is to be lowered so as to 1 avoid embanking the footpaths to any ex- ' tent above the, levels of. the adjoining ' properties, the only: way in which we j think it practicable to do it would be to \ lower level of the kerb 9 inches at , a point 40 feet north of the bound- i ary between ■ Mrs Mendelsoo's and j the Presbyterian .Church, and from < there carry it straight to. the kerb 1 leveltf at Cora Tierce and Wood streets. I We de not think it advisable to lower it i more than that, as the ground is higher on the eastern side of the Railway * Terrace, and any extra lowering beyond ' that suggested above would necessitate ' cutting on the east side. j .. "By lowering the kerb.as above aug- ( gested it would not entirely remove the j footpath embankment, as the outer Bide ] of the footpath must be kept two inches ' higher than the kerb in order to afford < drainage into the gutter.—We are, etc., ] " Meason and Marchant, ' "Civil Engineers." • : The Chairman • said all the properties ] stood high, with the exception of Mrs j Mendelson's. ] Mr Brown said not one of the houses \ were high enough. i ' Mr Blyth said if the suggestions of I Messrs Meason and Marchant were adopted 1 MrsMendelson would be right enough, ' but the other people woulu not. j The Chairman said he thought the J property owners ought to bear the cost ( of lowering the kerbing on the Railway , Terrace. As an , outside ratepayer he , would not think it right to bear the , expenses of it. i : Mr Blyth suggested that the property t owners should be asked whether they i would be ready to bear the expenses of lowering the kerbing. ( The matter was discussed at consider- ' able length. ] Mr Blyth said he thoueht they had no ■ right to spend money on lowering it, ( when it was right accordiug to the level. ( If they did they would be taking the ( load on their own shoulders. t Mr Brown said if suoh a case cropped ] up in Timaru, the property o /mere would 1 not be treated that way, ,i Th 9 Chairman' said they could not alter l] - the levels, v: . J Mr Brown thought it very unreasonable * to aßk the ratepayers: interested to pull j down the work that h»d been done, Mr Blyth • How would you do it J j Mr Brown said he would take the water t down the natural course across the end ( of Commerce Street towards the Road \ Board office. i Mr Mason asked : Would it be fair to 1 the other ratepayers that they should bear i the expense of lowering it now, after it * had been done according to the levels \ ' Mr Brown thought the property owners ' ooght to be considered, The Board would not feel it, and the public would not fpel 1 i*» i The Chairman said the question bad t been disouaeed long enough, Ee. would j ask someone to move a resolution on the | subject. Mr Blyth mover!—"That considering i Mr Marchant'a report, and finding the I work has be<3n done according to the ' natural levels, the work be carried ' originally intended," " ! MrMason, seconded and J wished to. v tha.t the Board wqqld < favorably. corj[B»dcr t«9 alterations suggested by Mr Marchant if the ratepayers \ interested would bear the etpsns»t j

f f . Mr E. Brown moved as an nmendm ii't • ~" That the work be carried out accord- ■ ing toi Mr Marchnnt's plan, aud the cost I be borue by the Board." ' The amendment, fiudiog no seconder, 1 lapsed, and the motion an being.put was ' carried. \ LAMP LIGHTING. ' :Mr Brown said that several nights Davis did not light the lamps, .and he would move—" That a certain amount be \- jkjnocked off his wages this month." He would suggest half a month's wages to be taken off. ; . 1 i Mr Mason thought the whole month ought to be deducted from him. : The Chairman said he thought it was high time the Board should cease to employ Davis in any capacity. He was treating the Board with contempt. He neglected the lamps, he neglected the nightsoil, and it was u'me steps should be taken with regard to him. He was not doing his duty in any capacity. Mr Mason said it was time to give instructions to get lid of him. After, some further discussion it was decided to .pay h'm in full, but the Clerk was instructed not to employ him again. . , ACCOUNTS. Accounts to the amount, of £156 7s 9d was passed for payment. UNREGISTERED DOGS. On the motion of Mr Mason, seconded by Mr Brown, it was decided to sue owners of dogs remaining unregistered lon the 14th instant. The Board then adjourned.
