ENGLISH AND FOREIGN. London, July 8.

In tho Home of Lords to-day the Franchise Bill was under consideration, when Earl Cairns moved an amendment declaring that the proposed reform was unacceptable without a simultaneous provision for the redistribution of seats. After debate, consideration of the amendment was adjourned until to-day, when a division is expected to be taken. Accounts to hand from the English hop growing districts are more satisfactory, the recent showers having proved beneficial.

The Merchant Shipping and Underwriters' Association report the arrival, or. July 7th, ot the ships Akaroa, fr >m Port Chalmers (left May 27th), and Kingdom of Bweden, from Lyttelten (left April 12th). Arrived—Steamship Aorangi, from Wellington (left May 29th), and the ship Opawa, from Lyttelton (left April 14th.) Both vensels bring cargoes of frozen meat.

The exodus of inhabitants from Marseilles and Paris is increasing. Rear-Admiral J;-K. E. Baird will ■ucceed Rear-Admiral Algernon LyoPS ia charge of the naval station in the Pacific.

The frozen meat ex s.s. British King is realising 5d to &{<\ per lb. July 9. Ia the House of Lords 1-st night, the Bill for the reform of the franchise was, on the motion for its second reading, rejected by 205 to 146. The frozen meat by the ship Oatnaru has arrived in splendid condition, and is realising 5d per lb. The market is glutted. The Pall Mall Gazette states that a secret treaty has been entered into between France and Portugal. Arrests have been mide at Trieste of persons who, it is alleged, attempted to injure the Emperor of Austria during a recent railway jouruey. July 10.

The Marquis of Normanby was entertained Uat night at a banquet by the leading Anglo-Australians in London. Amongst the guests were Lord Kimberley, the Marquis of Lome, and Sir Michael Hicks-Beach. Responding to the toast of his health, tho Marquis of Normanby took occasion to deny that Victoria was guilty of a lavish expenditure of borrowed money. In reference to the recidiviste question, he urged the colonists to await with patience the action of the Imperial Government. Mr Gladstone has summoned a meeting of the Members of the Liberal party for to-day to consider the position of the Government with reference to the defeat in the House of Lonls on the Franchise Bill, and to decide upon the oonrse of action in connection with the same. Paris, July 9. Last accounts to h«ni from Marseilles show that cholera ia increasing in that district, three deaths from the disease having occurred at Axe, a town 16 miles off. Cairo, July 9. Intelligence is to hand from Korosko and Wady Haifa, that fortification there is proceeding vigorously, in view of. the possible advance of the rebels!

The Queensland Parliament has been opened. The Governor's Speech on the occasion stated that the revenue returns for the past twelve months showed the prosperity of the colony was increasing. The' Speech promised the ititruduuiion of Bills for the.following porposes : To prevent the landing of criminals on the Queensland coast; to provide for. the appointment of an additional. Minister ; to anend the Act, itxii remodel the force ; to provide for railway extension out of loans, and to authorise recoupment of expenses to members of the Assemble. Hobart, July 9. The question of establishing a Federal Council was brought up for discussion in the Legislative Council to-night, and • motion in favor of the same is n w under consideration.
