NAVAL LIMITATION
A PROMISING OUTLOOK ATTITUDE OF JAPANESE PACIFIC AIR BASE PLAN POSSIBILITIES FOR WAR By Telegraph—Press Assn.—Copyright. Rec. 10.10 p.m. London, Aug. 16. Great Britain is communicating with other signatories to the Washington- and London naval treaties regarding the naval conference. The British proposal, according to the Times, is that the conference should be held at London in October, but no invitations are being issued until further exchanges of views prove that the conference can usefully be held. The Daily Mail says the outlook is promising. The Tokio correspondent of the Daily Telegraph says Japan will not attend a conference that is based primarily on British desires or the agenda of which does not include the Japanese proposal for qualitative plus quantitative limitation at a common maximum. Moreover Japan will not be a party to any agreement that does not include the United States.
Japan is not concerned whether the United States Pacific islands are fortified, but she is deeply concerned about America’s air base preparations, as she maintains that commercial facilities could be made available for naval purposes at a moment’s notice.
