PLOT AT STRESA

MURDER OF MINISTERS PRECAUTIONS ON ISLAND DELEGATES AT GENEVA FRENCH ARMAMENT NOTE COUNCIL SITS PRIVATELY By Telegraph—Press Assn—Copyright Geneva, April 15. Elaborate French and Italian police precautions at Stresa, including an aeroplane constantly flying over Isola Bella and a gun mounted nearby, were justified by the revelation that the Marseilles police on April 5 arrested Rodolph Gunscher and a female accomplice, Ida Caroni. Both confessed to membership of an Italian anarchist group which intended going to Stresa to murder Signor Mussolini, later going to Geneva to murder M. Laval. M. Laval, French Foreign Minister, won the support of the Little Entente at Stresa for granting larger armies to Austria, Hungary and Bulgaria, with a maximum of 75,000 each, compared .with their request for 100,000. A private session of the League Council to-day will discuss the procedure in connection with the French Note on Germany’s rearmament. No public session will be held till to-morrow. A London message says that Mr. Ramsay MacDonald was warmly welcomed when he entered the House of Commons within an hour of his return from Stresa.

Replying to a question he said he had not had time to consider a statement regarding the conference. He would, if possible, make a statement to-morrow, or failing that on Wednesday.
