The Daily Telegraph, discussing Budget prospects, expresses the opinion that there is no hope‘‘of a reduction in the standard rate of income tax. The remaining half -of pay cuts of Ministers, judges, civil servants, teachers and police are likely to be restored. Otherwise only minor' concessions are possible.
