Following toe banishment of exTzarists and the arrest of many others, the reign of terror continues, allegedly or’— to the danger of war. Wholesale arrests have been made of “undesirables who threatened the security of the State.” With the exception of a few irreplaceable military experts, hundreds of officers trained by the former Government have suddenly been ordered to Siberia.
