MORTGAGE ADJUSTMENT

MEASURE IN COMMITTEE CONTENTIONS OF OPPOSITION. AMENDMENTS STILL AWAITED. BUDGETARY SYSTEM ATTACKED. By Telegraph—Press Association. Wellington, Last Night. The committee stage of the Rural Mortgagors’ Final Adjustment Bill was commenced in the House of Representatives to-day. .. , Mr. M. J. Savage said that if ne thought the farmer would get anything out of the Bill he would vote for it, but he did not think so. Mr. W. J. Polson said he regretted that the House did not have the amendments he proposed made. He himself intended to move certain amendments while in committee. The budgetary system and the allowance that was to be allowed to the farmer occupied a large part of the discussion, members of the Opposition and the Independents condemning the system and Government members supporting it and claiming that the farmers would be better off under it. Mr. F. Langstone (Labour, Waimarino) claimed that the mortgagor had equal right with the mortgagee. The mortgagor had to lose everything before the mortgagee lost anything. Mr. H. Atmore (Independent, Nelson) predicted that in coming years the prices for New Zealand products would drop as the nations adopted a policy of selfsufficiency. Mr. A. M. Samuel (Independent, Thames) suggested that in assessing the basic value of a returned soldiers’ farm the physical condition of the farmer should be taken into consideration. He understood the Returned Soldiers’ Association was consideijng endeavouring to secure some safeguard for the soldier on the land who might be "cracking up” as the result of war service. Mr. J. A. Lee (Labour, Grey Lynn) said that if amendments were to be moved that would make the Bill suitable to the farmers the amendments would have to be greater than the remaining part of the Bill. He wondered why the farmers of the Government party had not spoken. If the Bill was so good why had it not been extended to the cities?

Progress was reported and the House rose at 5.30 until Tuesday.
