NEW. ZEALAND MEETING DELEGATES AT NEW PLYMOUTH REMITS UNDER CONSIDERATION. The discussion of remits designed .to improve the practice of surf life-saving clubs in rescue and competition work was the main business before the annual conference of the New .■Zealand Surf Association at New Plymouth last night. The remits numbered 18 and the- adoption of several will result in greater efficiency in surf work. Mr. P. Coira (Wellington), president . of the association, was in the chair, and delegates present were Messrs. A. Gardener, H. C. Sidford (Auckland), R. Perkins, H. S. Weston and A. H. Ross (Taranaki), D. Langslow, K. Congreve (Wanganui), F. Chapman (Manawatu), H. D. Gillies, J. M. Rodgerson (Otago), V. Allan and N. A. Ingram (Wellington). Mr. H. S. Weston, president ’of the Taranaki association, in introducing the Mayor, whom he asked to open the meeting, stressed the fact that Taranaki felt it had been done an honour by being given control of the national championships. The Mayor officially welcomed i the delegates and opened the meeting. Mr. Coira replied to the welcome. Representatives of clubs retired and district delegates continued their deliberations. ' Much progress had been made by district associations during the year,, said Mr. Coira, in a brief annual report. Par-, ticularly had this been the case in the formation of new clubs. Surf work was becoming increasingly popular throughout; the Dominion,and the. association appreciated greatly the efforts of the branches. A remit that a- teams’ travelling expenses fund be established was moved by Mr. N. A. Ingram (New Zealand council). The remit was lost, delegates considering that its adoption would be a hardship on clubs not yet firmly established. Messrs. N. A. Ingram and Vl Allen (New Zealand counoil) -read a! suggested draft rules for the London Cup. These will be circulated among centres and , suggestions sought. NELSON SHIELD CONDITIONS. • It was decided by the adoption of a remit moved by the Auckland delegates that the conditions, of the Nelson Shield be. altered to allow team captains to use their discretion regarding the position of linesmen at the water’s edge. It was pointed out that the position; which linesmen . should occupy varied on different beaches. Auckland remits that in the Nelson Shield final no re-ballot - be' taken for positions, and that in'the same competitions a more simplified system for time points be adopted were defeated. It was decided to hold the annual conference at Wellington during the recess in future, if district funds- permitted it Delegates agreed that it would thus be possible to devote more time to the matters under consideration. Wellington was also central and it. would be, possible to have the meeting in proper form and without the ■ counter-attraction of the championships, in conjunction with which the conference is at present held. A suggestion by Auckland delegates that a more comprehensive constitution be brought down was struck out, the-con-ference being of the opinion that any points needing alteration could be dealt with as they arose! It was decided that affiliation fees for district associations be a fixed amount (up to five clubs £1 Is, five to ten clubs £2 2s, 11 clubs and over £3 3s). Proportional representation of district associations at' annual' conferences was the essence of a remit moved by Auckland delegates. The remit was carried, representation to be one delegate for associations with one to 5 clubs, two delegates for six to ten clubs, and three delegates for associations with 11 dubs or more. . . TARANAKI REMIT PREFERRED. Auckland’s recommendation that the national four-men . competition be similar 1 to that adopted by Auckland' was not favoured, the Taranaki remit on the same question, that patient and . beltman should go into action together, being carried in its place. It was decided that the national championships be offered to the South Island at least once in each three years. Approval was. given for the. designing of. a suitable blazer badge to be worn by holders of the surf medallion. The publication of a revised New Zealand handbook was recommended. It was pointed out- that at present clubs were wording under three distinct handbooks. The eligibility date for junior; competitors' was moved from December 31 to October 1. The Taranaki remit that points allotted, for the timing of. the-.resuscitation be altered to lower the maximum of error allowable from 50 to 25 per cent., was carried. The question of the authority of clubs on beaches was discussed by the meeting. It was pointed out that while civic authorities were willing to give clubs control of beaches, it was the Marine Department which controlled the actual water. A club has no authority to order persons - out of the water. It was decided to recommend the association council to seek legislation permitting clubs to be given this, authority. It was decided to recommend that the 1936 national. championships be allotted to the Otago centre, to be held at the St. Clair beach., , . Appreciative mention was made of the energy and enthusiasm shown by Mr. R. H. Perkins, Taranaki association secretary, and organising secretary of the championships. I—, , „
