In a five-point programme designed for protection against what is termed the “hazards of modem existence,” President Roosevelt in a special message to the Congress is asking for the approval of old-age pensions, volunteer federal annuity systems, compulsory unemployment insurance, compulsory insurance against poverty-stricken old-age and large federal grants to States to aid needy, ill mothers and an extension of the public health "service. The Bill was introduced. ■ It means an appropriation of 100 million dollars to the finance programme for the fiscal year starting June 6, 1935, and the spending of more than 200,000,000 dollars yearly, thereafter,.
