CONDITIONS IN SOUTH AFRICA. RELIEF FOR AGRICULTURALISTS. By Telegraph—Press Assn.—Copyright. Capetown, Jan. 11. The speech of the Governor-General, the Earl of Clarendon, at the opening Of Parliament, referred to the steady improvement in the economic position. The conditions responsible were happily continuing. The complete recovery of agriculture, however, was only gradual, consequently relief legally given on farm mortgages would be continued. Unemployment was being adequately met by the initiation of Government schemes. Legislation would be introduced enacting minimum wages for unskilled and semi-skilled in certain occupations, as well as unemployment benefits.
