U.S.A. INQUIRY REVERSAL OF TREND DANGERS OF ISOLATION WAR DEBT SETTLEMENT REPORT OF COMMISSION

The commission of inquiry into national policy in international economic relations appointed by President Roosevelt made a report to-day after an exhaustive investigation. The Government was advised in the report to reverse the trend toward economic isolation by action as rapid and dramatic as possible. The commission projected six major proposals, which Include the establishment of a commission to settle war debts with power .to accept in settlement the defaulted obligations of political units in the United States. This refers to the southern States, which repudiated debts contracted before the Civil War.
Other suggestions were the elimination of tariff on non-competitive imports, the lowering of other tariffs under proper safeguards, a definite statement from the President that he would not further change the price of gold, the placing of Oriental immigration on a non-discrim-inatory basis, adherence to the League of Nations court and co-operation with the League in activities which could not involve the United States in European conflicts.
