PLIGHT OF CHINESE REFUGEES. FLOODS DESTROY THEIR ' HOUSES. By Telegraph—Press Assn.—Copyright. Peking, Sept. 5. One hundred thousand flood refugees are living in treetops near Changyuan, on the Hopei-Honan border, owing to their houses having been washed away by aji overflow of the Yellow River. It is reported that 300 villages are completely inundated, leaving the inhabitants destitute of food and clothing. The Government estimates that floods and drought have been responsible for a los of 100,000,000,000 dollars this year. Nearly two-thirds of the country has been affected by the twin perils.
