The friction between the provinces and the Dominion Government over unemployment relief was brought to a climax when the provincial Premiers all flatly refused to sign an agreement that in return for lump sum grants they will assume all responsibility for relief. . Mr. L. A. Taschereau, Premier of Quebec, charged the Dominion administration with endeavouring to shirk its responsibility.
